According to a villager in Kengton Township, eastern Shan State, authorities pressured local people to vote for and join the Union Solidarity and Development Party (USDP). The authorities also threatened those who did not want to join and said, “Any one above 15 years of age has to join Union Solidarity and Development Association (USDA).
