A Kachin preacher from Waingmaw stated that the military regime’s Union Solidarity and Development Party (USDP) began secret campaigns in Waingmaw Township in the beginning of June for the elections. USDP approached influencial people and businessmen from 48 wards in Waingmaw Township to recruit
